Job description:
DESCRIPTION OF DUTIES: Serves as Manager of Quality Assurance/Quality Control and Safety for the Dulles Corridor Metrorail Project. Incumbent is responsible for all Quality Assurance and System Safety and Security activities necessary to support the design, construction, and testing of the Dulles Corridor Metrorail Project and meet FTA requirements. This position will administer the Airports Authority's Quality Program Plan and the Safety and Security Management Plan for the Dulles Project.
Administers and maintains the Airports Authority’s Project Quality Assurance/Quality Control Program. Responsibilities in this area include development and maintenance of the Airports Authority Quality Program Plan, development and maintenance of Airports Authority Project procedures, review of Design Builders’ quality plans and procedures, conduct of quality audits and surveillances of Design Build and Subcontractor quality-related activities, implementation of a Project Corrective Action program, and review of Design Build Contractor and Subcontractor inspection and test plans. In addition, the Project Quality Assurance/Quality Control and Safety Manager manages and implements the conduct of Special Inspections performed by the Airports Authority’s Special Inspection Agent for the Project in conformance with the Virginia Uniform Statewide Building Code.
In the area of System Safety and Security, administers and maintains the Project Systems Safety and Security Program including development and maintenance of the Airports Authority’s Safety and Security Management Plan, review of Design Build Contractors’ System Safety/Security Certification Management Plans, review of the System Safety/Security Certifiable Items Lists and related checklists, review of deviations from WMATA design criteria and standards, and chairing the Project’s Safety/Security Certification Working Group. In addition to Systems Safety and Security, the Project Quality Assurance/Quality Control and Safety Manager is responsible for ensuring that the Design Build Contractors’ and Subcontractors implement effective construction safety programs and procedures that fully comply with Airports Authority and OSHA safety standards.
The Project Quality Assurance/Quality Control and Safety Manager also provides the primary interface related to quality assurance, system safety and security, and construction safety issues with external organizations including the Federal Transit Authority (FTA), the Washington Metropolitan Area Transit Administration (WMATA), the Tri-State Oversight Committee, and the Transportation Security Administration (TSA).
Job Requirements
Education, training, experience:
MINIMUM QUALIFICATION REQUIREMENTS: This position requires a Bachelors degree in relevant engineering discipline and minimum 10 years demonstrated successful experience in overall technical project quality assurance and control within a large engineering and construction project. It also requires:
Knowledge of the codes and regulations relating to engineering and construction
Experience in managing Quality Assurance, Quality Control, System Safety and Security, and Construction Safety aspects of an organization involved in design and construction or of design and construction projects
Experience should include supervising or performing internal and external audits, inspections, and surveillances
Experience in managing and implementing system safety and security certification program for rail transit systems
Experience mmanaging in an ISO environment
Experience in providing guidance and training to subordinate QA and Safety personnel
Skill in written communication to prepare/edit statements of work, respond to inquiries and prepare/review other documents
Skill in oral communication, and ability to establish effective working relationships, to communicate and interact successfully with personal contacts
Skill in using a computer for word processing, spreadsheets and other applications
PREFERRED QUALIFICATION REQUIREMENTS:
Registration as a professional engineer (PE) in Civil, Mechanical, or Electrical Engineering
Membership in a nationally-recognized QA/QC organization
Candidates with rail project experience are preferred
