Position Duties
SPU is looking for a senior engineer to serve as a project engineer to work on complex, high priority, visible projects or programs managed by the Project Management & Engineering Division, particularly on the wastewater and combined sewer overflow systems. Oversee and run complex hydraulic/hydrologic wastewater models in partnership with large teams of internal and consultant staff.

This division is responsible for implementation and design of water supply/distribution, drainage, wastewater and solid waste capital projects that range in cost up to $80M each. Construction methods for the larger projects may include Design-Bid-Build, Design-Build or General Contractor/Construction Manager methodologies.
• Serve as the project manager on the most technically complex, visible and controversial capital projects or programs involving several design specialties including the planning, development, tracking, cost estimating and reporting on the project’s scope, schedule, and budget.
• Administer consultant contracts, coordinate design and environmental reviews, right-of-way and permit acquisition, and monitor project closeout processes.
• Function as lead designer and responsible engineer (may include stamping reports, drawings and specifications) for a variety of complex utility projects, e.g. hydrologic/hydraulic modeling; design of drinking water, drainage and wastewater facilities; familiarity with relevant codes, regulations; resolve design issues in construction.
• Coordinate and matrix manage large interdepartmental, cross-functional, multidisciplinary project teams.
• Negotiate, track and manage consultant contracts, interagency and internal service agreements.
• Collaborate with and make presentations to project stakeholders.
• Prepare a variety of reports, correspondence and official documents.
• Ensure projects comply with appropriate laws, permits, regulations and codes.
• Comply with SPU's protocols for managing projects.
• Provide supervision, coaching and mentoring to junior staff. (

Job Requirements

Education, training, experience:
|
|
Required Qualifications
• Bachelor's in Civil Engineering and registration as a Professional Engineer.
• Five years of professional civil engineering experience on large, complex utility projects that required effective, collaborative coordination with multiple stakeholders, complex negotiations and environmental permitting.
• May be required to stand, walk, or bend for extended periods of time
Desired Qualifications
At least four years of hands on experience with direct responsibility for the develop[ment and calibration of highly complex hydraulic and jhydrologic drainage and wastewater models in highly urban areas.
Skilled in complex negotiations and environmental permitting.
Proven, effective communication and organizational skills.
Extensive knowledge of engineering and design principles, practices, and procedures; estimating techniques and project accounting; construction methods and ability to work independently with minimal oversight.
Skilled in creating, leading and maintaining high performance teams and ability to collaboratively make decisions in a timely manner.
Experienced with local, state, and federal permitting processes and obtaining permits.
Ability to adapt to change, multi-task and work independently. Willingness and desire to learn.
Ability to work within the organizational framework of SPU Workplace Expectations.
Extensive knowledge and experience of the principles, methods and practices of project management with the ability to work independently with minimal oversight.
