|
GENERAL RESPONSIBILITIES: This is highly responsible administrative and professional civil engineering work as the head of the City's Engineering Division in the Department of Public Works. The work involves the planning, directing and implementation of City public works/construction projects, particularly those of the Engineering Division; the supervision of Division staff; the provision of technical engineering advice and recommendation to City officials; and the performance of related administrative and technical activities. The work is performed with substantial independence in accordance with City policies and regulations and under the administrative review of the Mayor. This position also serves as the Director of Public Works in that position's absence.

Education, training, experience:
|
|
KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and practices of civil engineering as applied to the design, construction, inspection and maintenance of streets, sewers and other public works facilities. Thorough knowledge of the administrative practices and procedures associated with public works management. Ability to organize, direct, coordinate, evaluate and control the activities of clerical, technical and professional employees. Ability to develop long term public works plans and programs and to make sound professional decisions on matters of major policy and on complex administrative and technical engineering problems. Ability to communicate effectively both orally and in writing. Ability to establish and maintain satisfactory working and public relationships with staff, City officials, the press and the public. Ability to effectively develop and communicate technical recommendations to Boards, Commissions, elected officials, other governmental officials and the public. Ability to move about in rough terrain with some climbing above and below grade. Ability to attend meetings and other functions during the evening and/or on weekends. Ability to maintain adequate attendance.
TRAINING AND EXPERIENCE: Five years of responsible supervisory and administrative experience in the planning and directing of public works activities. Such experience would normally be gained as the head of an engineering unit or as a deputy or principal assistant to such a position and would follow graduation from an accredited college or university with a major in civil engineering or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
