Job Description


Under the direction of the Director of Engineering Services, supervises a team of engineering staff, coordinates projects schedules for staffing decisions, establishes technical standards for engineering projects, serves as designer and technical reviewer of engineering designs and studies, serves as project manager and lead engineer on more advanced engineering projects, participates in long range planning efforts, coordinates with other municipal entities and utilities, and is back-up for the Director of Engineering Services.

Supervises the Staff Engineers and Professional Engineers. Duties include project assignments, work plan assignments, planning and organization, problem resolution, identifying and coordinating training needs of team members, preparing and overseeing budget for the team, and appraising the performance of the assigned personnel.
Works with all Project Managers to coordinate project schedules, discipline interaction and efficiently manage staff assignments.
Guides the development of engineering staff by providing direction, technical expertise, and ongoing support on their assigned engineering projects.
Coordinates engineering and administration of joint projects between Des Moines Water Works, the City of Des Moines, Political Subdivisions, Polk County, IDOT, Wholesale Customers, and other utilities.
Directly controls, manages and personally supervises $50,000 to $4,000,000 engineering projects from conception through completion. Establishes design criteria to ensure technical soundness of approaches to conducting projects. Identifies and obtains resources necessary for successful completion of projects.
Reviews engineering designs, studies and reports prepared by other staff members and outside consultants to ensure technical accuracy.
Controls, manages and supervises projects.
Assists the Director of Engineering Services in identifying operating and capital improvement needs, developing the capital improvements program, and providing overall planning and operation of engineering activities.
Provides leadership to and participates in the development, update, and implementation of various facilities long range planning documents.
Develops goals and objectives, budget and timelines for work plans.
Interprets rules and regulations and other company policies for team members.
Represents utility at local and state committees and meetings to discuss issues and/or coordinate efforts.
Acts as a liaison with external consultants.
Serves as back-up to Director of Engineering Services in his/her absence.
Produces written reports for the Board of Trustees, Director of Engineering Services, COO and CEO.
Performs other duties of similar nature.

Job Requirements


Education:
Bachelor of Science in Engineering.

Experience:
At least five (5) years of experience in administering/executing engineering projects.

Licenses/Certifications:
Active registration as a Professional Engineer (PE).
Valid Iowa Driver's License with good driving record.

Desired knowledge/skills:
Master of Science in Engineering.
Administering and executing engineering projects with a municipal environment.
Grade II or higher Water Distribution and/or Water Treatment Operator Certificate

Physical demands:
Frequently lifts up to 10 pounds
Occasionally lifts up to 50 pounds

Environmental conditions:
