Champaign is a Home-Rule municipality and operates under the Council-Manager form of government. The City has an authorized staffing level of 572.95 FTEs (full-time equivalent) across 12 departments supported by a FY 2021/22 Annual Budget totaling $145.6 million. The City is financially strong and benefits from a AAA-bond rating.

The Public Works Director is responsible for overseeing nearly 100 employees supported by a current operating budget of $11.5 million, and a Capital Improvements Program budget of $46.2 million. The projected Ten-Year CIP budget is $444.8 million. The Department’s three divisions, Administrative Services, Engineering, and Operations support the functional areas of managing and overseeing the City’s parking system, multi-family recycling program, and the planning, design and construction of capital improvements. The Department also participates in the City’s development review process, construction inspections, and manages contract maintenance services for all City streets, sidewalks, sanitary sewer, storm sewer, surface drainage, traffic control and environmental quality control systems. Public Works also maintains the City’s infrastructure including streets, alleys, sanitary and storm sewers, traffic signals, streetlights, and all City facilities. The Department is responsible for overseeing fleet management, tree and vegetation maintenance in the City right-of-way, and provides snow and ice control, emergency storm response cleanup, and yard waste collection.

Job Requirements

Candidates should possess a record of providing outstanding customer service and strategic leadership with attention to detail. The Public Works Director must be a team player and collaborator with other departments and outside agencies. A history of effective service delivery, creative problem-solving and community collaboration is essential. Strong project management skills and the ability to recommend cost effective solutions is also important. The Director must possess exceptional interpersonal skills and effectively communicate with municipal elected officials, other departments, and the public regarding the importance of establishing a collective long-term vision for the City’s future capital infrastructure needs and the services provided by Public Works to the community.

A Bachelor’s degree in civil or environmental engineering, construction management, urban planning, public administration or a closely related field is required. Candidates must possess at least five years of progressively responsible experience in public works related functions in a comparably sized municipal, state, or federal organization, with at least three years in a managerial or supervisory capacity. An equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities will also be considered. A Master’s degree in civil or environmental engineering, or a closely related field is preferred. The selected candidate must possess a safe driving record, a valid state issued driver’s license and establish residency within the City of Champaign within six months of appointment. Registration as a Professional Engineer by the State of Illinois, or the ability to attain registration within six months of appointment is required.
