Overview:We are seeking an Associate Engineer to join our Construction and Design Unit within our Watersheds Design and Construction Division. The unit is currently managing three large capital flood protection projects: Upper Llagas Creek Flood Protection Project, Lower Silver Creek Flood Protection Project, and the Sunnyvale East Channel and West Channel Flood Protection Project.

The Associate Civil Engineer will act as a project manager and will manage all aspects of the current and upcoming Watersheds capital projects. They will plan, design, prepare plans, specifications, and estimate, administer consultant contracts, administer construction contacts, manage post-design construction services, and prepare operation and maintenance guidelines. This position will interface with communities and prepare Board Agenda Items for Watersheds large and small capital projects that many include Operation and Maintenance projects. The Associate Civil Engineer will perform complex professional engineering work and/or may serve in a supervisory capacity as a team leader. They will prepare requests for proposals, manage, and oversee consultants' products and contracts, prepare project plans and work plans, prepare budget, and supervise and mentor assistant engineers.

Key Responsibilities include, but are not limited to:

• Perform a variety of professional civil engineering duties in the planning, design, development, construction, operation, and maintenance of Valley Water's flood protection facilities and systems.
• QA/QC review of bid documents; ensure planning, design, and construction phases adhere to Capital's Quality and Environmental Management System.
• Lead, oversee, manage, and participate in the preparation of engineering specifications, drawings, sketches, engineering calculations, review drawings, plans and other work submitted by external consultants, engineers, contractors and developers, standards, and Valley Water specifications.
• Perform and review engineering calculations and prepare cost estimates for proposed projects and contract construction and installation work.
• Provide support to Valley Water civil engineering construction projects; assist in the inspection of contractor installations as necessary; provide technical support during project construction including design changes, submittal review, approval of change orders, negotiations with the contractors and internal construction management staff, monitoring construction management cost, request for information from contractors, interpretation of contract documents and assistance with change orders; prepare and review construction contract documents as assigned.
• Participate in various engineering studies and related projects and may coordinate regulatory, environmental and/or construction permit activities and processes within Valley Water and with outside agencies.
• Represent Valley Water in meetings or presentations to internal customers, the public, consultants, managers, Board advisory committees, and Federal, State, and local agencies as assigned. Prepare materials for public meetings and tours. Interact with the public and provide timely responses to project related inquiries.

Ideal Experience:

• Five (5) years of professional engineering experience.
• Minimum (5) five years of progressive report writing and documentation experience (i.e., Tech/Design Memorandums and Basis of Design reports)
• Minimum (3) three years of Planning/Regulatory permitting experience.
• Minimum (3) three years of design experience.
• Minimum (3) three years of construction experience.
• Experience in the preparation and negotiation of a consultant services contract agreement.
• Experience in the execution of right of way agreements and/or utility relocation agreements.
• Experience preparing and PE stamping construction design documents.

Ideal Skills and Abilities:

• Ability to write reports and documents, (i.e., Tech/Design Memorandums and Basis of Design reports)
• Ability to lead, coordinate and oversee civil engineering studies, planning, design and construction projects, and programs.
• Ability to plan, direct, assign and review the work of assigned staff, provide training and technical support to assigned staff.
• Ability to set project priorities and exercise sound independent judgment within established procedural guidelines.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to establish and maintain effective working relationships with those contacted in the course of work.

Ideal Knowledge:

• Knowledge of engineering principles
• Knowledge of practices and principles of project management (i.e., scope of work, schedule, budget, etc.).

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).


Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Cal-OSHA Safety and Health Training is a plus.

Required License or Certificate

Professional Engineer (PE) License issued by the State of California is required.Possession of, or ability to obtain, an appropriate, valid California driver's license.
